This is a competitive block grant solicitation.
The CEC’s Fuels and Transportation Division is seeking a block grant implementer to design and implement up to $100 million in grant funds for projects that will promote in-state battery manufacturing for zero-emission vehicles (ZEV) and related infrastructure.
Up to $100 million may be available under this solicitation to implement in-state battery manufacturing for ZEVs and related infrastructure.
There is $25 million currently available under this solicitation. Additional funding under this solicitation, up to a total of $100 million, is subject to future California State Budget Act appropriations to the Clean Transportation Program and Clean Transportation Program Investment Plan funding allocations. Funds may be added to the agreement resulting from this solicitation contingent upon those additional funds becoming available. The CEC, at its sole discretion, reserves the right to increase or decrease the amount of funds available under this solicitation.
The anticipated single award under this solicitation will be up to $100 million, which is the total funding anticipated to be available for this solicitation. The CEC reserves the right to limit actual payments to the implementer to less than $100 million over the course of the Agreement, even if $100 million is awarded, at the CEC’s discretion.
Up to 15 percent (i.e., $15 million) of awarded funds will be available under the resulting agreement for administrative costs to implement the block grant project.
- For the purposes of this solicitation, administrative costs include all costs incurred under the agreement, except for grant funds disbursed to eligible third parties for ZEV battery manufacturing projects. Start-up costs will be considered part of administrative costs. Applicants will be evaluated, in part, on their ability to minimize and control administrative costs under the resulting agreement.
