This is a competitive contract solicitation to support the California Air Resources Board (CARB or Board) Sustainable Transportation and Communities Division. CARB encourages proposers to form multidisciplinary teams to fulfill contract requirements. Principal Investigators (PIs) must be affiliated with University of California and California State Universities; however, CARB encourages PIs to recruit non-academic and diverse partners when appropriate.
This project will identify ways to simplify and streamline the sustainable communities strategies (SCS) review process so that California Air Resources Board (CARB) can make a determination quicker, allowing Metropolitan Planning Organizations to focus on implementation sooner. Additionally, the project will create a transparent line between when a plan should be accepted or rejected so that CARB’s expectations on SCS strategies are clear to everyone. This includes considering whether the target would be met if the plan were fully implemented and the likelihood that strategies in the plan will be implemented.
Key Dates:
• July 7, 2023 – Pre-proposals must be submitted by email to stcdivision@arb.ca.gov by 5 p.m.
• July 28, 2023 – Winning applicants will be notified.
• August 31, 2023 – Full proposals due to CARB staff for review by 5 p.m.
