Description

This is a competitive contract solicitation to support the California Air Resources Board (CARB or Board) Sustainable Transportation and Communities Division. CARB encourages proposers to form multidisciplinary teams to fulfill contract requirements. Principal Investigators (PIs) must be affiliated with University of California and California State Universities; however, CARB encourages PIs to recruit non-academic and diverse partners when appropriate. Around one-third of all greenhouse gas (GHG) emission reductions fall under the jurisdiction of local governments. Local governments play a large role in making policies and decisions around land use, transportation, and the built environment sectors. GHG emissions mitigation from these sectors must occur as quickly as possible in order to contain future emissions from projects with long lifespans. Because the regulatory horizon is long-term, projects that impact land use or the built environment lock in future emission sources far into the future, reinforcing the need for immediate action to reduce emissions from projects being developed or planned today. Local plans must reflect this urgency and address the long-term impacts of projects by taking appropriate action. Additionally, co-benefits that communities value—such as decreasing urban heat island effects, reducing air pollution, and improving community health—will not be realized without prompt action. The main objectives of this project are to: (1) identify barriers that local governments face in implementing climate action policies and ways in which these barriers can be overcome; (2) identify ways for CARB to support local governments and community-based organizations in tackling climate actions at the local level; and (3) build the capacity of local government staff and advocates around implementing priority climate policies, focused on education about state climate goals, resources, and priority policies using existing partnerships and networks.
