The Energy Commission determined that it is in the State’s best interest to cancel solicitation GFO-21-401 (titled, “Propelling Offshore Wind Energy Research POWER).” However, the CEC is planning to issue a new solicitation for floating offshore wind research and development. When the new solicitation is posted, the CEC will send a notice through the listservs (listserv names: epic, offshore, research, opportunity) and will post the new solicitation on the CEC Solicitations webpage: https://www.energy.ca.gov/funding-opportunities/solicitations.


The purpose of this solicitation is to fund applied research and development (AR&D) projects to enable demonstration, testing, and validation of innovative floating offshore wind (FOSW) components and tools that advance the readiness, performance, reliability, and cost-competitiveness of FOSW, while increasing the knowledge of environmental and wildlife impacts in California.

This solicitation will fund research and development projects to demonstrate, test, and validate innovative floating offshore wind components and tools. The solicitation will fund two focus areas:
Group 1: Manufacturing, Testing, and Pilot Demonstration of Floating Offshore Wind Technology (Total funding available: $10 million - Max award $5,000,000)
Group 2: Inspection and Monitoring Systems for Floating Offshore Wind Applications (Total funding available: $4 million - Max. award $1,000,000).
Selected projects will advance the readiness, performance, reliability, and cost-competitiveness of FOSW, while increasing the knowledge of environmental and wildlife impacts in California.
Applicants can apply for and be awarded grants in both Groups 1 and 2, but each application can only be for a project under one group (i.e., either Group 1 or 2 and not one application for projects under both). Each application should be for different projects (i.e., please do not submit multiple applications that are variations of the same project).
