Description

The Bipartisan Infrastructure Law (BIL) Funding Opportunity Announcement (FOA) DE-FOA-0003294, known as the BIL - Advanced Energy Manufacturing and Recycling Grant Program (Section 40209) under the Office of Manufacturing and Energy Supply Chains (MESC), has been modified (Modification 000003) to clarify eligibility criteria and update content requirements. This modification specifically updates Section III.A.iv. to define eligible Prime Recipients and Subrecipients and revises the Content Requirements Chart in Section IV.D., including a defined page limit for the Community Benefits Plan (Section IV.D.iii).


The BIL allocates appropriations across Fiscal Years (FYs) 2022 through 2026 to establish the Advanced Energy Projects Grant Program. This program aims to support industrial projects in eligible energy communities with approximately $425 million through two Areas of Interest (AOI):


1. Clean Energy Manufacturing and Recycling (AOI 1): This AOI seeks to boost domestic manufacturing and recycling capacity for materials, components, and systems essential for the clean energy transition. Funding is available for establishing new facilities, or retrofitting and expanding existing ones, to produce or recycle advanced energy property.


2. Industrial Decarbonization (AOI 2): AOI 2 aims to significantly reduce Greenhouse Gas (GHG) emissions within the U.S. manufacturing sector. It includes two subtopics:

AOI 2a: Retrofit existing industrial facilities with equipment designed to substantially decrease GHG emissions.

AOI 2b: Establish new facilities, or expand existing ones, to manufacture materials with significantly lower carbon intensity compared to industry benchmarks, excluding feedstocks from palm fatty acid distillates or fossil fuels like coal, natural gas, and petroleum.
