Description

The New York State Energy Research and Development Authority (NYSERDA) is accepting applications from multifamily building owners, managers, or operators for their buildings to become Qualified Demonstration Sites for the Clean Heat for All: Packaged Terminal Heat Pump Program. This RFQL is intended to qualify multifamily buildings of at least (5) apartment units located in New York State, with existing through-wall openings suitable for Packaged Terminal Heat Pump (PTHP) installation, who can host a demonstration project with a manufacturer awarded under PON 5907 by the 2026 Heating Season (December 2026).


The goal of this RFQL is to provide the following to Qualified Demonstration Sites:

PTHP equipment, installation, and ongoing performance monitoring at no-cost (subject to funding availability and caps)

High-efficiency heating and cooling, increased temperature control, and improved indoor air quality in demonstration site dwelling units.

Real-world performance data on PTHP equipment to inform future implementation decisions in demonstration site buildings and other buildings within the owner’s portfolio.

Potential emissions reduction to help building owner reach LL97 targets.

This RFQL works in conjunction with PON 5907 and allows awarded manufacturers to select a Qualified Demonstration Site to partner with, who may receive a no cost PTHP demonstration project, including; owner-led make-ready work, design and engineering costs, installation, commissioning, and ongoing service.

Multifamily buildings of at least (5) apartment units located in NYS with existing through-wall openings suitable for PTHP installation are eligible to submit to become a Qualified Demonstration Site. Suitable through-wall openings include those currently housing, or designed to accommodate, room conditioning products in the following three (3) categories:

Standard Size Packaged Terminal Air Conditioners (PTACs)

PTACs in Hydronic Cabinets

Through-the-Wall Air Conditioner (TTWAC)
