The County has been awarded a grant from the U.S. Department of Housing and Urban Development (HUD) for development of a Just Transition Economic Revitalization Plan, an equitable, long-term strategic plan or roadmap for transitioning away from an economy that is dependent on fossil fuel refining and related industries, to a green energy/zero-emission economy.
The County wishes to develop a carefully prepared Just Transition and Economic Revitalization Plan through an open and inclusive public process as expeditiously as possible. The County anticipates executing a contract with a 2-year term, though a more condensed schedule is desirable.

The County is seeking the expertise of a qualified firm or team of firms (“Consultant”) to produce, in consultation with County staff, a Just Transition Economic Revitalization Plan, an equitable, long-term strategic plan or roadmap for transitioning away from an economy that is dependent on fossil fuel refining and related industries, to a green energy/zero-emission economy. The total amount of the contract will be up to $550,000.
Consultant shall deliver a scope of services that includes three foundational tasks—a robust community engagement process, a set of economic analyses, other specialized studies—that result in a Just Transition Economic Revitalization Plan. The County anticipates that all community engagement, economic analyses, and other specialized studies provided by the Consultant will be incorporated into the final delivery of the Just Transition Economic Revitalization Plan.
